Retaining the heritage buildings in the design response and tackling housing affordability through a pathway to home ownership satisfied Council of the greater community benefit achieved. Through close dealings with various Council departments this avoided VCAT and applied for heights, setbacks and apartment yield were all maintained in the approval.
